Accusation

False accusation is seldom mere competition or meanness.

The guilty accuse the innocent in order to justify themselves, or for  projection, or distraction.

Thou shalt not bear false witness against thy neighbor.

There was a tenant in my HOA who, in the span of 6 months, had called police three times in an attempt to get a neighbor arrested.Assault, terroristic threats, you name it.It's hard to fool cops- they made no arrests. In addition, he was a belligerent drunk who didn't hesitate to take his behavior public. The clincher was the Saturday night he got into a fight at a bar and drove himself to a local hospital to get cleaned up. Some neighbors, at his girlfriend's (he called her his wife) request drove his girlfriend to the hospital. Back home, he called the police, accusing one of the neighbors-who had driven his girlfriend to the hospital- of assault. No witnesses supported his claim.Cops spent a hour talking him down. One cop told him he needed to "sleep it off."

The HOA's attorney sent a letter to the tenant's landlord, and as the tenant was on a month-to-month lease, he was gone within a month.
