I've always favored a northern reading of Arthur, but it's really difficult to say where a number of the place names we have associated with him 'really' were. One of them is the City of Legions. I take that to have been Deva Victrix, on the site of what is now Chester, which fits the northern hypothesis. But it is not the only candidate, and it is on the northern border of what is now Wales so it could be coherent with the Welsh reading anyway.

Another reason is that his seventh battle was supposed to have been fought in the Forest of Caledon, which is Scottish and which also happens to be associated with Merlin's legend (perhaps even before Merlin was associated with Arthur). However, the surviving sourcing for that is Welsh legends.
