Distinction

I think this applies not only to border security, but to terrorism, and free-speech issues. And maybe Hillary's e-mails.

Glenn Reynolds at Instapundit is fond of pointing out that the police also function as protection for suspected criminals from mob justice. Not exactly what you expect from a security force.
