It's Martin Luther King, Jr, and it is the new $100M statue being put up in DC to honor him.
The sculptor is Chinese, which explains why MLK has an odd oriental look here. But he also looks mean, and not very smart. It's a travesty. I don't think this is going to give people the let's-take-the-kids-to-see-it good feeling about the man that they were looking for.
And this is someone I should recognize, I guess. But I can't place this face.

The speculation is that Hilfiger is in to try and counteract all the urban legends about them that circulate in the black community. Dunno. Could be.
