Isn't this just a "pre-exposure prophylaxis" drug that requires twice-a-year injections, rather than a vaccine per-se?
That does seem like a better description. "Vaccine" seems a bit of an overstatement or informal description.
Meanwhile the virus is mutating.... as did streptococci and other bacteria.
New strains of syphilis have come roaring back.
Sexual promiscuity is microbiologically contraindicated.
That is worth remembering...
