Somehow this brings to mind the puzzle I came across when I was about Jr High age: "How come roads aren't made of rubber and car tires made of concrete?"
Soccer has boringly low scores. Suppose you supplied them with two balls to try to score with? You might have to field another player on each team as well, of course, to make offense and defense more flexible.
But it would probably just increase the number of fouls called...
