Voting for boring people is appropriate when you have a boring government.
On the other hand, when your government routinely puts you through a hair-raising thrill ride of expectation and terror (will I have medical insurance this year? who knows! just as one example), electing boring people may not be optimal. Boring people tend to keep everything going the way it's going.
