This is the youtube clip the EU media center has put out to encourage people to watch European movies. No, this is not a vicious spoof by right-wing Americans making fun of European movies.
About 50% of those clips come from Amelie, or rather Le Fabuleux destin d'Amélie Poulain, a French film so popular among the movie-heavy college crowd it's barely noticed to be a European film anymore. Though I suppose that's part of their point. "Remember this film? We brought you this one! And we've got other films with even more sex!"
